His third Light Attack grants +100.0 Maniacal Charge.
Preventing a Regeneration effect from healing with Heal Block, or Well-Timed Blocking an Unblockable attack with Steadfast grants +100.0 Maniacal Charge. Cooldown: 5 seconds.

Charging Hobgoblin's Heavy Attack for 0.5 seconds performs a Lunatic Laugh which rattles the Opponent for -1 seconds, increasing the tick rate of personal Damaging effects on them by 250.0%. The Laugh remains paused while Heavy charging.
Activating a Special Attack 1 or 2 while charging or shortly after starting a Heavy Attack increases the Laugh’s tick rate increase of personal Damaging effects to 500%.
